You'd at least have to go through the AFF (Accelerated Free Fall) course to jump solo. I have no idea on what they'd need for you to jump right by the beach, rating wise... Probably a B License. You'd definitely be able to get more info on the AFF course through http://www.uspa.org/Default.aspx
